Parliament Day 8 Highlights: LS adjourned amid ruckus, Oppn walks out during agri minister’s reply in RS

Rajya Sabha witnessed acrimonious scenes over Arun Jaitley’s remarks that adjournment notices were being “grossly abused. In Lok Sabha, Sushma Swaraj clarified about the status of missing Indians in Iraq.

The proceedings in the Lok Sabha were disrupted on Wednesday by angry Congress members who raised anti-government slogans over a range of issues, including revocation of suspension of six of its members, forcing its adjournment for the day.

The House, which saw two adjournments in the afternoon due to the noisy protests, was adjourned for the day at around 3.45 PM.

For most part of the day, many Congress members were in the Well raising slogans like “Pradhan Mantri jawab do (PM should reply)”, “tanashahi nahin chalegi (end dictatorship)”, “jaat ke nam par rajniti band karo (End politics in the name of caste)” and “Hindu, Muslim, Sikh, Isai, aapas me hain bhai-bhai.

In the Rajya Sabha, the entire Opposition walked out amid Union Agriculture Minister Radha Mohan Singh’s reply on the discussion on the agrarian crisis and farmers’ suicide in the country, saying they were not satisfied.

The Opposition accused the Minister of just giving out statistics that were already in the public domain and skirting the main issue.

The Rajya Sabha had been discussing the agrarian crisis and farmer distress in the country since Tuesday.

6:23 pm: Rajya Sabha adjourned for the day.

6:10 pm: The National Institutes of Technology, Science Education & Research (Amendment) Bill is passed.

5:53 pm: D Raja says, “Affirmative action needed for SC/ST/OBC as they don’t have access to these institutions.”

5:27 pm: NCP’s Vandana Chavan says only Major cities like Delhi, Mumbai, Bangalore and Pune provide employment to IT sector. Can the government take initiative to move jobs to tier-II cities, she asks.

5:20 pm: BSP’s Rajaram says global ranking of technical insitutes needs to improve.

5:10 pm: JD(U)’s Harivansh says backward States must be considered and more NITs should be set up there. Quality of teachers must also be improved.

4:50 pm: The NITSER Bill looks at setting up an institute in Tirupathi, Andhra Pradesh. MoS Pandey says Rs 137.3 crore has been allocated for the work.

4:10 pm: Radha Mohan Singh says the Centre knows that a greater budget is required for agriculture, Rs 2948 crore for irrigation, Rs 31,807 crore for crop insurance have been allocated for these 4years.

He encourages farmers to become a collective and apply for loans for allied agriculture activities.

Singh says Rs 29,194 crore were given from the National Disaster Relief fund for farm loan waivers over the last 3 years. He says the Centre can’t waive off all loans.

3:55 pm: In the Rajya Sabha, Singh says a national committee has been constituted to study suicides. Study’s report from 13 states says volatility of monsoon is a huge cause of pressure.

“I am warning you... Dobara galti nahi honi chahiye (the mistake should not be repeated),” she told the member.

1:15 pm: Speaker says no question will be taken on the statement of Sushma Swaraj.

1:13 pm: Swaraj says spoke to Russian foreign minister, “He told me to have patience. If the Iraq FM tells me they are dead, I’ll pronounce them dead. I have never said they are alive. It is responsibility of the government to search for them and I’ll keep searching till the time I get concrete proof. Will wait till the day we get some solid evidence.”

1:06pm: Sushma Swaraj: The Iraq FM never said the Indians are dead, he said we don’t know if they are dead or alive: Sushma Swaraj.

I told him to contact the prison warden and ask for list of prisoners, if there were people of Indian nationals in the jail. He said these Indians had come to rebuild Iraq, they were construction workers so it is our responsibility to search for them.

I asked the FM to give me concrete proof of the prisoners’ status and look for them. I’ve never mislead anyone. How will I be benefited misleading anyone or will the government draw anything out it?

1:05 pm: Sushma Swaraj on missing Indians: People who are convinced that I’m lying, they can go and tell their family.

I never told they are currently in jail. The sources said they were in Badrush in 2014, but there has been no contact with them since then. The picture circulating only says that the jail was blown up but it is not known if there were any Indians. There are unanswered question about the bodies of prisoners and if DNA tests can be conducted to verify their identity.

1: 00 pm: Opposition in Rajya Sabha asks Arun Jaitley to clarify whether the government has decided to scrap the newly launched Rs 2,000 note and introduce a Rs 1,000 coin.

Jaitley doesn’t respond even as the Opposition members insisted for clarification from him on the issue.

12:49 pm: Sushma Swaraj gives statement on missing Indians in Iraq.

The incident took place 15 June, 2014. Our govt was formed on June 24, Harjit Massi came and said 40 people were taken hostage by Islamic State. While he managed to flee, he said the rest were killed before his eyes. I said the areas near Mosul should be searched. There will be bodies and or some evidence of so many people being executed. But nothing was found. There was no list or video released by ISIS which the group often produces after killing foreign nationals.

On 24 November, 2014, I spoke in the Lok Sabha and said one person claimed they were killed but six sources said they haven’t been killed. I asked should I stop search but the alternative is to believe in the sources and continue searching for them. I don’t have concrete proof of their death but have no proof of their being alive. If I get one solid proof of their death, I’ll tell them: Sushma Swaraj.

How have I misled? Why am I not declaring them dead because it’s a sin to say someone is dead without proof. I reached Turkey and discuss on the matter. These sources that I mention are no ordinary people but include a President, a foreign minister.

Who are missing and believed to be killed, their files cannot be closed until it’s proven to be killed. Till date, US continue to search for soldiers missing in the World War II. This filed cannot be closed even if they are listed as believed to be killed.

As a speaker, I don’t want to be unjust to anyone. Yesterday, when Jyotiraditya Scindia said he was hurt by the accusations against him by Virendra Kumar, there was some mistakes on part by our officers. Certain words were mistakenly deleted in the records. Virendra Kumar had not mentioned the name of any person directly: Sumitra Mahajan.
