Sharma was the Station House Officer of Vasant Kunj police station while Manchanda was incharge of RK Puram station during 1999 when Mattoo was raped and murdered by Santosh Kumar Singh.

Mattoo, the Delhi University student, had complained to both the SHOs on different occasions that Singh was stalking her and both of them allegedly did not take any action against him.

Sharma is also being investigated by a special investigating team probing the initial investigation in Jessica Lall murder case.
