THE CIVIL Lines police, following court orders, carried out attachment of property of sub-inspector Shatrughan Singh who had shot dead Ram Avtar Shukla, a private security guard in a bungalow near Vivekanand crossing on May 14. The accused sub-inspector, after shooting the guard following a scuffle with him, had reportedly escaped in a vehicle that was probably waiting for him on the road. The sub-inspector was allegedly an illegal occupant in a portion of this bungalow occupied by the family of late KB Garg who was a senior High Court lawyer.

The accused sub-inspector, after shooting the guard following a scuffle with him, had reportedly escaped in a vehicle that was probably waiting for him on the road. The sub-inspector was allegedly an illegal occupant in a portion of this bungalow occupied by the family of late KB Garg who was a senior High Court lawyer.
One Imtiaz had been claiming rights over this bungalow, a fact contested by the Garg family. The matter is still pending in the court. It may be mentioned that following the death of KB Garg his daughter-in-law, Ravi Bala Garg, had allegedly felt threatened at the hands of Imtiaz, who had allegedly been looking for ways to get the bungalow vacated from the possession of the Garg family.
In order to feel secured she had kept a guard Ram Avtar Shukla who had been performing his duty well. On the fateful day of his murder he had tried to protect Ravi Bala at the hands of the furious sub-inspector who was getting an illegal electricity connection from the street pole.
Ravi Bala had intervened to stop this illegal going on her campus but her foray had angered the sub-inspector, who allegedly used abusive language. Upset over the sub-inspector’s behaviour the guard first tried to diffuse the issue but looking at the angry mood of the sub-inspector who was about to assault Ravi Bala the guard ran to get hold of his ‘danda’.
Meanwhile, the sub-inspector’s wife quickly fetched her husband a rifle from the house and handed it over to her husband who allegedly shot the guard dead.
Since then the sub-inspector, who was posted in Aligarh but occupying this house here with his family, had been evading arrest. Inspector Civil Lines Amar Singh told HT that the sub-inspector had expressed his desire to surrender before a court today but he did not turn up.
Meanwhile, Ravi Bala while talking to HT expressed her unhappiness over no action against Imtiaz and her son who were allegedly involved in facilitating the escape of the S-I and had been waiting outside the bungalow before the murder. Police should take suitable action against Imtiaz and her son also, she said.
