According to sources the spurt in crime in West Uttar Pradesh and failure of the police to work out the cases led to the shifting of Jain to an insignificant post. Late in the night the state government withdrew the charge of Chief Minister security from Jain. IGP, Lucknow Zone, KL Meena was given additional charge of CM security.

For effective control of crime the state government had bifurcated the state into two zones West and East in August. The ADG (Law and Order), Brij Lal was given charge of East zone, while AK Jain considered close to the senior BSP leaders was appointed in-charge of the West zone.

The division failed to give desired on the law and order front, instead it led to division of the officers into two camps. There was lack in coordination among the IPS officers posted in the East and West zone.

The killing of the gunner near official residence of Chief Minister and failure of the police to nab the killers or to recover the carbine proved last straw in the shifting of Jain.

The broad day murder of a jeweler in Agra and increase in cases of loot and murder in Ghaziabad, NOIDA, Meerut, Bareilly area forced the state government to reconsider its decision. The senior IAS officers had also expressed their displeasure over the failure of the police to reign in the law and order in the districts located in West Uttar Pradesh.

A meeting of the senior officers of the Home and Police Department was held under the chairmanship of Chief Minister Mayawati today. While reviewing the law and order Chief Minister said for better coordination among the police force one ADG (Law and Order) would be in-charge of both East and West zone.

Amending the law and order review procedure Mayawati said meetings of the IGPs and DIGs of eastern zone would be held at Allahabad and that of western zone at Meerut under the chairmanship of ADG (Law and Order).

She also directed the ADG (Law and Order) to make surprise inspections in the districts located in West and East zone twice in a month. "The Principal Secretary (Home) and DGP would also make surprise visit to the districts", she said.

The Chief Minister directed the police officers to take action against Mafiosi's and professional criminals. The officers were also directed to improve the working of the police stations and to check corruption. The officers were also directed to increase vigil in the bordering districts.
