"The blast took place in the Zakura area of Srinagar and 10 tourists are injured," a police spokesman said, adding that three of the victims were in serious condition.
The spokesman said it was unclear whether they were injured in a grenade attack or a bomb explosion.
On Monday, an Indian tourist and his taxi driver were killed and four tourists injured in a grenade attack in Srinagar.
Prime Minister Manmohan Singh, speaking after the two-day conference with pro-India politicians to discuss the region's future, said that the heavy Indian troop level in Kashmir could be reduced if violence lessened.
