The incident took place late on Tuesday in Srinagar's cantonment area, some distance from Abdullah's Gupkar Road residence.
"Abdul Rashid Raina was moving suspiciously inside the cantonment area when he was asked to stop. However, he ran and was killed by the guards. His body has been sent for autopsy," a police officer said.
The army's 15 Corps is located inside the cantonment, a heavily guarded installation in this summer capital of Jammu and Kashmir.
