Menon had visited two villages accompanied by just two security guards (both were killed by the rebels), knowing that he was in a red den.

His choice, according to guerrilla warfare experts and some senior officials, has now put the state in a quandary. Menon appears to have ignored the advice of CM Raman Singh, who had asked all people’s representatives and officials to remain extra-vigilant.

“It was quite an injudicious decision by the Sukma collector as he did not appear prepared on the possible risk emanating from his act,” Brigadier (Rtd) BK Ponwar, a guerrilla warfare expert, said.
