Huda JE accused of misusing position

In his complaint, Suresh Gulyani and his wife Usha Gulyani have sought action against JE Pradeep Kumar for allegedly committing fraud by misusing his position.
The matter pertains to issuing of a completion certificate (CC) to a property owner in the Millennium City.
It is alleged that the money paid by Gulyani in the form of fee for getting the completion certificate (CC) of his house was allegedly used by the JE for someone else, and somebody else’s money was further used for another applicant. The chain continued for more applicants with the JE allegedly making a mockery of the system.
A retired senior bank official, Gulyani deposited a demand draft of Rs40, 000 (no. 495138) with Huda for issuance of CC against his property at Sector 9-A, but the JE gave him a receipt of only Rs35,000.
“I was shocked to see that the draft payment did not include details of my house. It rather bore details of House No. 849, Sector 4. I went to lodge a complaint with the owner of House No. 849 and it was then that we came to know that his draft was swapped against another property owner (House No. 374, Sector 9-A). After further inquiry from the bank, I came to know that the draft of Rs35,000 bearing details of House No. 664, Sector 9-A) was swapped against my property. This was the reason the JE gave me a receipt of Rs35, 000 only,” Gulyani states in his complaint.
Gulyani said he met Huda officials in Gurgaon and Chandigarh, while giving them details of the fraudulent acts committed by the JE.
“Former HUDA administrator Nitin Yadav had referred the matter to the then estate officer (EO-1) and the EO had recommended action against the JE, but nothing happened,” he said.
When contacted, DPS Nagal, HUDA CA, said, “I can comment only after I seek details from my staff.”
