India's External Affairs Minister K. Natwar Singh signed the memorandum of understanding along with his visiting Afghan counterpart Abdullah Abdullah.
The pact provides for cooperation between the Foreign Service Institute of India's external affairs ministry and the Institute of Diplomacy of the Afghan foreign ministry.
Abdullah on Tuesday began a four-day visit to review the entire gamut of bilateral relations, including the $400 million reconstruction project undertaken by India in his country.
The signing of the agreement was preceded by official-level talks between the two sides, an external affairs ministry statement said.
The agreement also provides for the exchange of diplomats to join training programmes conducted by institutions in both countries.
