Sethi, who has been absconding and was declared a proclaimed offender by a court in Srinagar, turned himself in before the chief judicial magistrate in Srinagar, CBI sources said.

The CBI had announced a cash reward of Rs two lakh for information on Sethi when he failed to appear before the agency after he was named by a minor victim of the racket last month.
