For a developing country like India, government is huge sector for employment. In the last five decades it has been the single largest recruitment agency. With the development of a independent private sector, options have increased but this remains a favoured sector for many in India.

Percieved as a cushy job, it is essentially slow-moving but laden with privileges. The premier club in the government sector are the civil services. Indian Administrative Service (IAS), Indian Police Service (IPS), Indian Foreign Services (IFS), many services falling under Central Allied Services Group A and Group B such as P&T Accounts and Finance Services, Indian Audit and Accounts Service, Indian Revenue Service and Central Secretariat Service.

Government of India has 38 ministries, 10 apex/independent bodies such as the National Human Rights Commission (NHRC), apart from the Prime Minister's Office (PMO), Office of the President of India, Cabinet Secretariat and the state secretariats. All the ministries have further departments. Typically each ministry would typically have Departments, Attached Offices, Subordinate Offices, Autonomous Bodies, Bureaus Councils, PSUs and Joint Ventures and others.

Each of these could have as many as ten departments under one head. All of which adds up to a a very big number.

The Ministry of Personnel, Public Grievances and Pensions takes care of all recruitment in this sector. The two organizations through which the ministry ensures recruitment of personnel for the Government are the Union Public Service Commission (UPSC) and the Staff Selection Commission (SSC).

The former is constituted under a provision of the Constitution and is responsible for conducting examinations for appointment to the higher civil services and civil posts under the Union Government, including recruitment to the All India Services.

There is a mandatory provision for consulting the Commission on all matters relating to methods of recruitment, principals to be followed in making promotions and transfers from one service to another and on all disciplinary matters. The SSC is responsible for making recruitment to subordinate staff such as Assistants, Stenographers etc. PESB will be responsible for the selection and placement of personnel in the posts of Chairman, Managing Director or Chairman-cum-Managing Director (Level - I), and Functional Director (Level - II) in Public Sector Enterprises as well as in posts at any other level as may be specified by the Government.

Defence and Railways are among the highest recruiters in this sector.
