THE ALLAHABAD High Court has imposed a fine of Rs 25,000 on one Ram Lakhan of Chitrakoot district for making false statement and baseless allegations in a habeas corpus writ petition. In the petition Ram Lakhan had given affidavit stating that his son was missing and had alleged the policemen of Chikrakoot were behind it. However, upon a direction of High Court, the CBI investigated the matter and found the allegations false. The CBI report stated that the man’s son Man Singh was arrested by the RPF at Satna police station and was later released. The CBI brought him to Chitrakoot and handed him over to his family members.

A division bench comprising Justice MC Jain and Justice Vinod Prasad, while taking a serious view of it, directed the registrar general of this court to file a complaint against Ram Lakhan, son of Desh Raj of Chitrakoot for the offence of perjury. The court observed, “It is abundantly clear that Ram Lakhan (father of petitioner Man Singh) made totally false allegations in the writ petition though his affidavit sworn on the basis of personal knowledge. Obviously, he defiled solemn judicial proceedings and made a mockery of the same.”
The State government was represented by Additional Government Advocate Arvind Tripathi. The court dismissed the habeas corpus writ petition filed by Man Singh, through his father Ram Lakhan.

Monetary help: Much like the State government’s decision to provide a monthly allowance of Rs 500 to the unemployed graduates, those who join the legal profession should also be given a monetary incentive of Rs 500 in the first five years by the Bar Council with the help of State government.
This was said by Manoj Kumar Rajvanshi, the newly-elected member of the Bar Council of UP while addressing newspersons here on Friday. It is the third consecutive victory of Manoj in the Bar Council election, which takes place in every five years.
Manoj was earlier the vice-chairman of Bar Council of UP.
Manoj said, such monetary incentive is a must to help a newcomer to the legal profession to strike roots in the initial stages of his struggle in the highly competitive environment these days.
Besides, Manoj vehemently opposed the model by-laws framed by the Bar Council for mandatory adoption by all the Bar Associations, which according to him amounts to interference in the autonomy and independent Bar Associations in the State. He said that he was the solitary member who opposed the code in the meeting of 25-member Bar Council. Model by-laws fix the period of experience, which the candidates should have for being eligible to contest the elections of Associations. Besides, it provides that an office-bearer cannot contest the election for the second consecutive term.
