Cheng Chee Kam, 48, was caught red-handed in May when he tried to steal a red G-string from a washing line outside an apartment block, it said.
Police later found 48 other pieces of underwear at his home.
Cheng's lawyer told the court on Tuesday her client was suicidally depressed because his construction business had failed.
Under local law, Cheng could also have been jailed for up to three years.
