Manchanda was under suspension for the past two years after he was found guilty of registering a false case.

In his dying declaration Manchanda had said he had taken permission from the then DCP, Rajesh Khurana, before registering the case against Aggarwal. "I took a number of steps to discharge my official duties. I had also issued notices under section 91 of CrPC requiring the authorities to produce documents to verify the claims made by the complainant Sayeed Ahmad… The very next day I was suspended," wrote Manchanda.

The Delhi Police does not appear to be moved by the petition. "Inspector Manchanda's death is very unfortunate, but since he was the main executer of the case he was entirely responsible for it," said Delhi Police spokesman Deepender Pathak.
