No other deaths or injuries were reported in the blasts, which occurred on a main street in the city on Tuesday morning, provincial governor Asadullah Khalid said.
He said the attackers were on foot. Khalid said he thought the two bombers were Afghan Taliban militants, and added that authorities had received intelligence that suicide attackers were planning to enter the city, a former Taliban stronghold.
