Judicial Magistrate Subitha Chirakkal of Ramankari court near here had returned the charge sheet on December 8 with critical comments that it was not clear on some details of the case.
On a petition from Kerala government challenging the decision, the high court yesterday stayed the magistrate's order. The original charge sheet was submitted on November 19.
Chirakkal returned it observing that some vital points relating to the crime were not clear and asked police to submit a fresh charge sheet "clearing all doubts".
A gang at Pallathuruthy near Alapuzha stabbed Paul, scion of the Kerala-based multi-crore Muthoot group with diverse business interests, to death on August 21.
The police version was that the murder was the result of a heated exchange between Paul and the members of the gang, who were on their way to carry out a criminal operation.
