Accusing Karnataka of reckless violations of inter-state agreement and excess drawal of water beyond permissable limits, Naidu in a letter to Prime Minister called for widening the scope of Tungabhadra Board and giving it powers to administrator Rajolibanda Diversion Scheme (RDS) also.

Pointing out how upper riparian Karnataka was resorting to unauthorised drawal of water about four times in excess of it's entitlement, the Chief Minister said "this has severely curtailed the flow of water into backward Mahabubnagar district".
