The Old Counsellors’ Residence (OCR) Building has become a ‘suicide tower’. But, the state administration has done nothing to restrict the access to A and B blocks despite big talks.
Police record contains details about four girls and four men jumping from various floors of the two blocks so far and ending their lives besides Sunday’s incident. Besides, the building has been in news for various dubious reasons including murder, sodomy and heinous offences.
A girl had shot herself dead with a licenced revolver in a flat of the same building. Despite frequent such incidents, the Estate Department has never taken any initiative to making arrangement of keeping check on the entry of visitors into the two blocks.
An official in the department, on condition of anonymity, revealed that the top authorities never took cognizance of such incidents ever despite receiving missives from the Lucknow Police in this regard.
The building had come to light for wrong reasons first when a beheaded body of an unidentified man packed in a gunny bag was recovered from the flat of the then MLA Madan Kali in 1996. Local police and the Estate Department officials had held several meetings regarding security arrangements in and outside the building.
But, no steps were taken to deploy at least private security guards at the building. In the year 2000 when a minor son of a government official went missing while playing on the building campus. The boy’s body was later recovered from the elevator cavity. The boy was sodomised and later strangled to death. On March 21 2002, a young girl—-Kiran Bharti of nearby Udaiganj locality in Husainganj jumped down and ended her life. Mystery shrouded her death but the cops closed the files referring it to be a case of suicide.
On September 20 2002, Ashutosh Kumar of Kurmanchal Nagar, Ghazipur died after jumping from the building while a politician’s kin Swati shot herself dead with a licenced revolver in a flat of the same building on September 28 in the same year.
Besides, Sudesh Kumar Srivastava of Campbell Road, Thakurganj too jumped from A-block building of OCR on September 28 2003 after being harassed by his in-laws.
Another girl Preeti too followed the same way and jumped down from the building on February 9, 2004. It was in 2005 only when Anjali Yadav was found dead on the ground after she took a jump from top floor of the B- block building.
