THE UTTAR Pradesh IAS Association will request the Central IAS Association and the Centre to intervene in the State Government’s move to post PCS officers as district magistrates.
A request in this regard will be made to the Central association and the Department of Personnel on Monday during a visit of office-bearers of the association to New Delhi. A senior officer said the issue would also be discussed with officers posted in New Delhi. An appropriate decision about moving the court would be taken thereafter, he said. Much would, however, depend on when and how the State government executes the chief minister’s announcement to post PCS officers as DMs.
There was a sharp reaction from IAS officers to the issue even today. At a formal meeting held on Friday evening, the association decided to say a polite no to Chief Minister Mulayam Singh Yadav’s request to the association to give two posts of DM to PCS officers.
The association asserts that PCS officers are a pampered lot. All the PCS officers of the 1977 batch had been given secretary’s scale in UP, the senior IAS officer said, adding this had not been done anywhere else in the country.
The IAS cadre posts of managing directors of PCF, Sugar Corporation and Sugar Federation had been given to the PCS cadre, he said. Out of cadre strength of 1,200 PCS officers, 140 had been given the scale of Rs 18,000 in the state, he said. This was too high as only six out of 13,000 doctors and nine out of 3,500 PWD engineers had been given this scale, he added.
