Issues like financing of large projects and toll collection policy and the model concession agreement, were believed to have come up for discussion in the meeting between the two, according to official sources.

The Prime Minister is understood to have reviewed the progress of the National Highways Development Project, the
flagship programme of the Transport Ministry.

The MCA stipulates that a road developer must have completed in the last five years at least twice the size of the value of the project that it is bidding for. This requirement disqualifies many domestic companies from biding for large projects.

Finance Minister Pranab Mukherjee and Planning Commission Deputy Chairman Montek Singh Ahluwalia were also understood to have attended the meeting.
