The Jharkhand Government has constituted a state level Police Complaints Authority (PCA) and similar district level committees to look into the complaints against police officers - similar bodies in each district headed by a retired District Judge.

The PCAs in the districts, to be headed by retired district judge, would inquire into complaints against the police officers up to the rank of Deputy Superintendent while the state level committee, to be headed by a retired Judge of the High Court/Supreme Court, would go into complaints against officers of the rank of the Superintendents of the Police and above.

The constitution of these bodies had been mandated by a Supreme Court order on police reforms last year.
Home Secretary Sudhir Tripathi said that the PCAs would be empowered to launch disciplinary proceedings.
