In a communiqué issued on Sunday, Dr Pandey pointed out that dozens of teachers had retired on June 30, 2006 and that the present ratio of the teacher and the students in the university and colleges was 1:110 as against the ratio of 1:11 in some Central Universities and the UGC norms which recommend a maximum ratio of 1:20.
“In such circumstances, it is pointless to expect that academic standards can be improved. It is being said that without new ordinances, the vacant posts cannot be filled up. But new acts provide that till the new ordinances are framed, old rules continue to be effective,” he said.
Dr Pandey feels that the immediate solution to this grave problem lies in the DO no. F3-1/94 (PS) dated March 22, 2006, which recommends the re-employment of the superannuated teachers till the age of 65. “It is need of the hour that university and constituent colleges teachers who retired on June 30, 2006, be allowed to continue as per the terms of the letter of UGC and secretary, Ministry of Human Resources, Sudeep Banerjee.
It may be noted that the UGC and the secretary, Higher Education, has advised the university and college authorities to re-employ the superannuated teachers for maintaining the quality of higher education,” he stated in the release.
Meanwhile, Pandey said that the Uttar Pradesh Government had followed the advice of the secretary, HRD and issued a government order on May 2006 for extending the services of superannuated teachers from 62 to 65 years.
