According to a survey conducted by the Madhyamik Shiksha Board, in about 66 colleges, there were no qualified permanent principals and senior most teachers run these colleges in the absence of principals.

Interestingly, the UP Board has not created post of principals in many of these schools, including Bharatiya Shiksha Sadan , Sardar Patel Higher Secondary School and a few others. These schools have been existing for the past two decades.

The Board found that in some colleges, selected candidates were referred to take charge as principal, but for reasons best known to the college management, it refused to allow the candidates to take the charge. While in some other schools, no appointments could be made due to government policy.

The survey further revealed that out of 841 posts of the teachers in high school and intermediate colleges, 181 posts were lying vacant. The college management appointed low-paid teachers from parents and teachers contributory funds. These teachers very seldom took interest in teaching.

Consequently, students of affluent families managed to complete the courses by attending coaching classes and rest were left on the mercy of these teachers.

The condition of the minority institutions was awful, it said. The management did not bother to make appointments against the vacancies. Since the Board has nothing to do in matter of appointments in these institutions.
