The notices were issued to Bharti Tele-Ventures, Tata Teleservices Ltd, Reliance Infocomm Ltd, Reliance Telecom, BPL Mobile and Spice Communication.

In cases of Idea Cellular, Hutchison Essar Mobile Service Ltd, Aircel Cellular Ltd, BSNL and MTNL, there is no deterioration in regard to congestion above 0.5 per cent during this period.

On analysing the performance report of the operators for the quarter ending December 2005, it was seen that there has been some improvement in the performance in meeting the Quality of Service benchmark.

However, most of the operators showed deterioration in their performance as far as congestion was concerned.

Deep concerns were expressed about the deteriorating level of interconnection among the mobile operators that result in congestion in the networks and about the lack of efforts on the part of the service providers in effecting timely augmentation of interconnection.
