Button fills the front row ahead of teammate Rubens Barrichello, who will line up alongside Red Bull's Mark Webber. Toyota's Jarno Trulli starts fifth.
Three-time defending Turkish champion Felipe Massa of Ferrari starts seventh, while McLaren's Lewis Hamilton failed to get out of the first qualifying session and will start 16th for the 58-lap race.
