From Aug 19, pollution certificates for vehicles to be issued online

Pollution under control (PUC) certificates in Rajasthan will only be issued online from August 19 through authorised centres in the districts that have been connected by a network, said transport minister Yoonus Khan.

Under Rajasthan Motor Vehicle Pollution Online Checking Centre Scheme 2017, in the first phase the PUC certificate will be issued online from 151 centres in Jaipur district, he said.

To bring transparency and uniformity in the functioning of the authorised vehicle pollution checking centres in the state, the state government in the budget 2016-17, announced to connect the centres through a network, the minister said.

The transport department has signed an agreement with the Rajasthan Electronics and Instruments Limited (REIL) to set up the network.

In the second phase, more than 1.000 authorised centres in the other districts will be connected through network in the next three months.

At present, PUC certificates are issued by pollution checking centres whose authenticity is questionable as these outlets are alleged to issue certificates without even checking the pollution level of the vehicles, Khan said, adding that with the new system, such discrepancy is not be possible.

Shailendra Agarwal, principal secretary and commissioner of the department, said internet connectivity, computers with Windows software and others equipment have been procured for networking of vehicle pollution checking centres.

“After checking pollution level, the certificate will be issued with QR (quick response) code for verification. By scanning the QR code, the certificate can be verified,” he said.

“With the authorised centres going online, the pollution checking will be monitored through a server and there will be no scope of any irregularity.”

Agarwal further said that it will be necessary for the authorised service centers vehicle manufacturers to set up pollution checking centre. Each vehicle coming to the authorised service centre, will be checked for pollution and PUC certificate will be issued.
