Investigations into the 13/7 Mumbai serial blasts has once again brought to the fore deep-rooted differences between two key counter-terrorism units--the Maharashtra Anti-Terrorist Squad and the Delhi special cell. The two are at daggers drawn over Naquee Ahmed, one of the suspected perpetrators of the 13/7 blasts.

Naquee’s name had come under the radar when an arrested Indian Mujahideen (IM) operative, Gayur Jamali, revealed his association key IM operatives to the Delhi special cell.

The drama started only when the Maharashtra Anti-Terrorism Squad got a whiff of Naquee’s involvement, and in an opportunistic fashion, arrested him. The Delhi Special Cell had brought him to Mumbai to identify one of the two operatives who supposedly was to come to collect the deposit paid to the landlord at Habib building in Byculla.
