He said these elections would usher in an era of development for the city and its residents would witness a sea change in public welfare.
"Come what may, I will continue to serve mankind and humanity with the blessings of the almighty and cooperation of the people," he added.
Meanwhile, Congress deputy leader in the Lok Sabha, Capt Amarinder Singh and his wife and the Congress candidate from Patiala Urban, Preneet Kaur, urged people to ensure they cast their vote for the crucial by-election.
"You must not think that this by-election is in anyway less important than the general elections," the couple said.
While appealing to the voters of the constituency not to let go of their right, the former chief minister said the election was crucial for both the city of Patiala as well as the state of Punjab.
"It is a godsent opportunity for you to pronounce your verdict on the performance of this government," he said.
Preneet expressed confidence in the people saying she had been overwhelmed with the love, affection and support she was given by them during the campaign.
Aam Aadmi party candidate Harjit Singh Adaltiwala appealed to the voters to not take bribes or perks from any leader.
"You should cast your vote without fear and pressure. The time has come when you have the chance to send a common man to the Punjab Vidhan Sabha," he said.
