The post of Panipat mayor is reserved for a schedule caste candidate.

In the municipal corporation elections held in June last year, Singh had left the Indian National Lok (INLD) to contest election as an independent candidate.

Singh won from Ward number 11 and his candidature for the post of mayor was backed by veteran Congress leader Balbir Pal Shah.

During the last parliamentary and assembly elections, Singh campaigned for the Congress leaders.
However, with a change in guard in Haryana, Singh joined the saffron party apparently to retain his post.

Surinder Revri, an industrialist and husband of first time BJP legislator Rohita Revri, was instrumental behind Singh's joining the party. Surinder had accompanied Singh from Panipat.

Meanwhile, after joining the party, Singh admitted that the BJP councillors had opposed his joining the BJP but hoped to win them over.
