Panjab University panel against paying teachers for examination duties

The panel made the recommendation suggesting that the work should be part of the duty of teachers.

The Panjab University governance reforms sub-committee has recommended that teachers should not be paid any honorarium for any kind of examination duties or evaluation work. The panel made the recommendation suggesting that this work should be part of the duty of teachers.

The committee has made recommendations on major changes in PU’s governing by changing the composition of the senate, syndicate, academic council and board of finance, apart from changes regarding the financial arrangement of the university.

The proposed regulation regarding the university teachers states, “Notwithstanding anything stated or contained elsewhere since examining the candidates and evaluating the answer books whenever assigned this job is an essential ingredient of their duties, the teachers performing this task would not be paid any extra remuneration, honorarium or stipend, etc.”

Controller of examinations Parvinder Singh said, “For evaluation of answer books of undergraduate courses, a teacher is paid 22 per answer book. It is 26 for postgraduate courses. For examination duties, the centre superintendent is paid 400 per duty, deputy superintendent is paid 350 per duty and the assistant superintendent/invigilator is paid 325 per duty.”

Professor Akshaya Kumar, member of the sub-committee on reforms, said, “The evaluation and examination duty should be part of the duty of the teachers.”

The Controller of examinations, on the other hand, feels that it will discourage teachers from taking up such duties. He said, “We are already finding it difficult to find people for evaluation and examination duty purposes. This recommendation, if implemented will further discourage the teachers.”

He further added, “Many teachers, who are working on contract basis in the college, do these duties. If the honorarium is not paid, who will do the exam duties?”

The sub-committee has also recommended time-bound promotions of teachers and a selection-committee to complete the process within two months. The composition of the selection committee on appointments has also been proposed.
