The secretary health and principal secretary, department of personnel, Punjab, who were present during the hearing, told the high court that the rules in question were being finalised and assured that these would be notified after taking approval from the departments concerned.

The assurance came during the resumed hearing on the matter in which the state was directed to notify the rules.

In his petition, Kuldeep Khaira, a resident of Ludhiana, had sought removal of all those officers of the health department, who were having current duty charge of these posts, and had alleged that the notification for the same was being deliberately delayed.
