Germany could possibly fall short of its NATO commitment on defence spending. In 2014, NATO members agreed to increase defence spending to 2% of GDP on defence within a decade. However, according to the IFO Institute, Germany may not be able to do so. Interest payments, inflation and most importantly Russia's war against Ukraine has impacted Germany's defence expenditure. Scholz announced a special defence fund just days after Russia invaded Ukraine in February 2022. 16 months on, Ukraine's appetite for arms from its Western allies has only been increasing.
