The blast went off at a transport department office in Nepalgunj, 321 km (200 miles) southwest of Kathmandu and in an area where a number of armed groups are fighting for regional autonomy and more say in running the central governent.
"The identity of the victim is not clear yet," inspector Pradeep BC, a local police official, said by phone, adding no one had taken responsibility for the blast.
Nepal has emerged from a decade-long civil war that ended in 2006, and the former Maoist rebels head a coalition government after a surprise victory in national elections held in April last year.
