The 22-year-old mother says she left the children because she had no money to care for them. She left the children with a Romanian couple while she went to buy cigarettes but never returned for them. Witnesses helped police track down and arrest the woman. The announcement on Saturday by the Paris prosecutor's office says the inquiry has been opened for child abandonment. She could face two years in jail and a euro30,000 fine.

The woman says she came to France from Spain to try to identify the children's father.

French medical authorities say the 19-month-old boy and girl are now in foster care.
