The Social Weather Stations (SWS) said 62 per cent of respondents in an opinion poll were dissatisfied with Arroyo, and 23 percent were satisfied, producing a net, rounded rating of minus 38.
Arroyo had a net rating of minus 31 at the last SWS poll in June, but her worst performance was minus 50 in July, 2008.
Arroyo, who took office in 2001, has been accused by opponents of corruption and cheating in elections, but denies the allegations. Her term ends next year and she is not eligible for re-election under the constitution.
SWS said its survey was conducted between Sept 18-21 and covered 1,800 adults across the country.
