The Anatolia agency said the three were taken into custody on Friday in Istanbul and charged with "membership in a terror organization."
Anatolia said two of the suspects are Azerbaijani nationals and identified them as Fizuli M and Islam G. The third suspect, a Turk, was identified as Mehmet T.
The agency did not cite a source for the report. Police in Istanbul would not comment.
Last month, police arrested 14 suspected al Qaeda militants accused of planning to attack the US Embassy in Ankara, the capital. A trial date has not been set. It was not known if the latest arrests are linked to that investigation.
