NEW DELHI: With the government likely to notify the new building by-laws soon, it would take just a month to clear the building plans.
Besides simplifying the sanction procedure, the notification will decrease the time taken by the authorities to sanction the building plans. Currently, it takes 60 days to get a building plan approved.
Chief secretary KK Sharma said on Tuesday that the urban development department has almost finalised the draft of the new by-laws and it is likely to be notified over the next few days.
“The process is being simplified. An applicant will just have to fill one centralized online form. The application would automatically be forwarded to the agencies concerned such as the municipal corporation, Delhi Jal Board, fire department, etc. The building certificate will be issued in 21 days,” said Sharma.
The move comes in the wake of Unified Building Bylaws for Delhi which were launched by Union urban development minister M Venkaiah Naidu in March.
With the new online application form citizens would no longer have to run from one government agency to another to get a building plan approved. Fill a single-online-integrated form and the local bodies, primarily the municipal corporation, will get all the necessary clearances.
As per the by-laws people can make one single online application to the urban local body concerned instead of approaching various agencies thereby reducing human interface and enabling approvals in just 30 days. The by-laws would also ensure that approvals by external agencies like Airports Authority of India, ASI, National Monument Authority, Delhi Fire Services, Delhi Metro Rail Corporation, and Ministry of Environment are obtained by the local body rather than the applicant and that too within 15 days.
A senior municipal official said that three corporations have completed most of the integration with all other external agencies through a Common Application Form and would be in a position to eliminate manual applications as soon as the Delhi government notifies the by-laws.
“The corporations are ready with an online automatic calculator for estimation by different charges through which the owners and architects can find the costs to be paid. Fee to be paid can be worked out by furnishing information about colony category, plot area, floor-wise covered area, building type, etc,” said the official.
Once the by-laws are notified, residential plot of 105 sqm will no longer have to obtain a building plan. The owners would only have to submit an undertaking about construction along with requisite fees and other documents to begin construction.
