The court told the transport secretary and the traffic incharge to submit an explanation on May 14, 2014.
Earlier this year, the high court had banned the ferrying of passengers in trucks and canters, but the practice is going on unabated.
In October, about 20 pilgrims were killed after the truck in which they were travelling fell into a gorge in Hoshiarpur district. Following this mishap, Chandigarh resident Rupinder Singh Rana had moved the high court, seeking criminal proceedings against the authorities for failing to comply with the court directions.
