On November 12, complainant wife Neha gave birth to a female child at the local hospital but the family was shocked to see that the left arm of the newborn child was underdeveloped below the joint.

The scan is aimed primarily to assess fetal anatomy and detect any anomalies.

In a complaint, Arun Kukkar of Fazilka alleged that he and his wife Neha (30) visited Kshitij Dhuria, a Fazilka-based radiologist, who is running his diagnostic centre under the name of Dr Dhuria’s Diagnostic Centre at local Salemshah Road, Fazilka, during pregnancy. A level 2 scan was conducted by Kshitij Dhuria on July 19.

“Kshitij Dhuria performed the scan ,” Kukkar said, adding that a detailed report given after the scan mentioned that “All four limbs visualized are grossly normal.”

“After the receipt of the report our family decided to continue with the pregnancy,” Kukkar said.

On November 12, Neha gave birth to a female child at the local Gautam Maternity Hospital in the presence of Dr Raghav Kakar but the family was shocked to see that the left arm of the newborn child was underdeveloped below the joint. The length was approximately four centimetres short of the other arm.

Kukkar further said that his family consulted various specialists, who conveyed that the doctor who conducted the scan was allegedly negligent. “Had it been noticed, the pregnancy could have been terminated legally,” Kukkar said.

Kukkar further alleged that Dhuria also offered to perform a sex determination test for 1 lakh. “

Bhupinder Singh Sidhu, senior superintendent of police, Fazilka, said that after investigation, a case under section 116 of the IPC besides sections 22 and 23 of the PC and PNDT Act was registered against Kshitij Dhuria. “Further investigation is on,” Sidhu added.

Renu Dhuria, the mother of the accused and who is also a medical practitioner, rebuffed the charges and attributed it to be a result of a conspiracy hatched against them.

In the meantime, the local health authorities inspected the radiology centre and sealed the premises.
