Haryana assembly speaker Gian Chand Gupta on Thursday said MLAs can, in their personal capacity, move a cut motion during the discussion on the appropriation bill in the state assembly.

The speaker was reacting to the HT news report – legislators’ panels not empowered to move cut motion.
After the presentation of 2022-23 budget estimates on Tuesday, the speaker constituted eight ad hoc committees to consider demands for grants for 2022-23.
However, these ad hoc committees are mandated “not to suggest anything of the nature of cut motions”.
Quoting the rules of procedure of Lok Sabha and Andhra Pradesh assembly, the speaker said even standing committees of the Parliament and Andhra Pradesh state assembly consider the demands for grants of the ministries or departments concerned and make a report on the same to the Houses. The reports of the standing committees do not suggest anything of the nature of cut motions.
According to the parliamentary procedure, the motion to reduce the amount of demand for grant is called a cut motion. The object of a cut motion is to draw attention of the House to the matter specified therein.
