Panjab University: Pending cases of CAS promotions piling up sans faculty deans

With the election of faculty deans of Panjab University hanging fire for almost two years now, the number of pending cases of promotion of teachers under Career Advancement Scheme (CAS) have continued to pile up

With the election of faculty deans of Panjab University hanging fire for almost two years now, the number of pending cases of promotion of teachers under Career Advancement Scheme (CAS) have continued to pile up. Currently, 140 such cases are pending, according to the PU Teachers’ Association.

At PU, deans of faculties are elected by senators, added members, professors and heads of departments. The one-year term of various faculty deans had ended in January 2021 without the selection of their successors — since there was no senate and syndicate in place at that time because of the repeated delays in their election process due to the Covid pandemic.

Now, even after the senate polls were held last year and syndicate was elected in July, there is no clarity when the deans will be elected.

Why they are important

Deans preside over faculty meetings, where all academic work, including change in syllabus and new courses are decided. They are also members of committees for CAS promotions and direct recruitment of teachers. Additionally, research degree committees that approve synopsis of students is also headed by deans of the respective faculties.

Clearing the pending CAS promotions of teachers was a key agenda of both contesting teams in the recently held Panjab University Teachers’ Association (PUTA) elections. PUTA president Supinder Kaur said that the university should ensure the earliest completion of the process of CAS promotions, which is long overdue.

PU registrar YP Verma, said, “The matter is under active consideration and we will be conducting elections shortly so that pending CAS promotion cases are cleared.”
