In a press note shared by the STF, the officials confirmed those arrested were identified as Vijay Kumar Mandal, a secretariat employee, and his two accomplices, Dharam Veer Singh alias Ajay Singh and Akash Kumar. STF deputy superintendent of police (DSP), Deepak Kumar Singh informed that Dharam Veer Singh met Mandal in the VVIP guest house near Bandariya Bagh crossing some years back. Deepak Kumar Singh then proposed the plan of bringing the job aspirants for an interview to Mandal, inside the secretariat, and procuring money from them after convincing them of providing government jobs.

The DSP said Mandal was debt-ridden and was struggling to pay back a loan of around 40 lakh. Mandal, in urgent need of funds, agreed to Dharam Veer Singh’s plan. He said Dharam Veer Singh and Akash brought several job aspirants in separate batches for a fake interview which was held inside the secretariat by Mandal. He said they assured aspirants of recruitment as assistant review officers in the secretariat.

He said Dharam Veer Singh later used to prepare forged recruitment letters and identity cards. He then disappeared after taking money from the youths. The DSP said the three accused never told anyone their real identity so the aspirants are unable to trace them. He said the STF had recovered eight forged recruitment letters of assistant review officers, one forged identity of assistant review officers and educational documents of as many as 22 job aspirants from the possession of the accused.
