Mumbadevi MLA Amin Patel (Congress) has been ranked the top performing legislator from Mumbai, followed by Parag Alavani of the Bharatiya Janata Party (BJP) and Sunil Prabhu of Shiv Sena. On the other hand, Ravindra Waikar and Prakash Surve of Sena are the lowest performing MLAs followed by Rahul Narvekar of the BJP, the ‘Mumbai Report Card - MLA Ratings 2022’ by NGO Praja Foundation shows.

The MLAs have been graded based on how they have performed their constitutional and legislative duties. They have been rated based on their attendance in the legislature sessions, numbers and quality or importance of questions asked, utilisation of the area development fund, educational qualifications, and criminal cases. They have been ranked negatively for any new FIRs and chargesheets registered.
This report card is based on their performance from the winter session of 2019 (December 2019) to monsoon session in 2021 (July 2021).
Mumbai has 36 MLAs, but the overall scaling has been done for just 31, as four MLAs were ministers in the Maharashtra Vikas Aghadi government - Aaditya Thackeray, Aslam Shaikh, Varsha Gaikwad and Nawab Malik. One seat is vacant after the demise of MLA Ramesh Latke.
Praja released its first elected representative report card in 2011 for Mumbai and since then, has published 27 report cards in Mumbai and Delhi. Its trend analysis shows that the duration of sessions has declined over the years. The average duration per session in the 12th assembly was 15 days, while the average per session in the 14th assembly was just 6 days.
