The incident came to light after the boy’s father lodged a complaint with the State Commission for Protection of Child Rights (SCPCR). But, no complaint was lodged with police till this report was being filed.

SCPCR member Sharda Tripathi on Monday visited NIVH to question accused music teacher Ramesh Kashyap, 45. Tripathi told HT that the boy was first sexually assaulted in February.

“The incident came to our knowledge after the father of the boy lodged a complaint on May 5. The victim, who hails from Shimla, Himachal Pradesh, in his complaint stated that he studies in class 7 in the institute,” Tripathi said.

“As he is somewhat weak in studies, he dedicates his time in learning music and has represented his institute in many music competitions also. In February, he had gone to Jaipur as part of his school team along with accused Kashyap to participate in a music competition.

“While returning from there, the team failed to get a seat in the train so he and others sat on the floor of the train. In the train, he fell partially asleep. It was then the accused first sexually abused him thinking that he is asleep but he was in his senses,” Tripathi said.

“During that time, he didn’t protest out of fear and returned to the institute where Kashyap continued to sexually assault him in music class by locking it from inside on several occasions,” Tripathi said.

Tripathi said the boy gathered the courage to narrate the ordeal to his parents after going home for summer vacations. The boy’s father came to SCPCR on May 5 to lodge a complaint against the accused, she said.

“Based on the complaint, a team of SCPCR on Monday visited the school to question Kashyap. Shockingly, he had no remorse for his act and said he did it and is ready to face whatever punishment,” Tripathi said.

In another case, a 10-year-old boy was allegedly beaten by the principal of Government Primary School (GPS), Dalanwalla area in Dehradun after he refused to eat the mid-day meal citing its poor quality.

The boy identified as Rahul Paswan, who studies in class 5, was allegedly beaten by principal Nasim Bano, 48, on Monday.

SCPCR member Sharda Tripathi, who is also investigating the incident, said Bano beat the boy till he got unconscious.

“The boy lives with his parents in Chunabhatta area of Raipur locality. His father in his complaint to SCPCR said that the boy was beaten badly. She then banged his head against a desk on which he got unconscious. She then awakened him by putting water on his face and again banged his head against the desk. The school principal has been suspended after the incident,” said Tripathi.

A doctor of Deen Dayal Upadhyay State Hospital on condition of anonymity said: “There were bruises on the child’s back. He is in a complete shock and trauma but is out of danger.”

Circle officer of Dalanwalla Jaya Baluni said: “So far no complaint was lodged by anyone. If it is done then a case would be registered and appropriate action would be taken.”
