35 buildings declared dangerous, occupants ordered to vacate

NEW DELHI: The North Delhi Municipal Corporation has identified 35 buildings as ‘dangerous’ and uninhabitable.

According to the municipal officials, the owners of these properties have been served notices, asking them to vacate the premises and the authorities, including the police, have been asked to ensure compliance of the orders.

Officials said the 35 identified properties were from all six zones, with the most structures found in Sadar Paharganj zone of the municipal corporation.

“The owners have been asked to vacate the premises or carry out repair work within 15 days. The properties will be sealed if the owners fail to take action,” said PK Gupta, commissioner, North Delhi Municipal Corporation.

Every year, the municipal corporation conducts a survey of dangerous buildings before the monsoon. However, officials claim while the check was merely a visibility confirmation from outside the buildings, there was no prescribed guidelines for carrying out the survey.

A four-storey building in Vishnu Garden in west Delhi collapsed on July 18 last year, killing five people, including two children. According to municipal officials, the building was not built according to structural laws.

“There are around 50 lakh building structures in the city, however, most remain unchecked. Officials are required to carry out a check prior to the monsoon and while the survey is still ongoing, owing to the large number of buildings, merely a visibility check from outside is conducted,” said Virender Babbar, member, North Corporation Standing Committee.

According to Centre for Science and Environment (CSE), 70-80% of buildings violate regulations in Delhi. A survey conducted by the Tajendra Khanna Committee set up in 2006 had also pointed that nearly 80% buildings were found structurally unfit although officials say that only two buildings have so far been restructured.
