Delhi social welfare minister Kiran Walia said the inmate died a ‘natural’ death and there was ‘no negligence on the part of the administration’.

“His was a case of extreme mental retardation, and he suffered frequent seizures. Such people do not live beyond 25 years. His condition had started deteriorating of late,” said a senior official from the Delhi government.
