“If this is so then a very basic question with regard to the continuance of the existence of the Municipal Corporation has arisen,” Additional District Judge Kamini Lau said after detecting that MCD records were tampered, fudged and manipulated by some unscrupulous elements to grab a piece of land allotted for community service in Karol Bagh over a century ago.

Ordering the government agencies to remove all encroachments from the land, the judge wondered who was responsible to protect land allotted for community projects from the encroachments by land sharks, if it was not the MCD.
