The Delhi Police said Gautam got 1,200 people from the scheduled castes to apply in the DDA scheme by promising to give them Rs 1 lakh if they made it in the draw of lots. Forty of these applicants were successful.
The police said Gautam appeared to be the mastermind in the scam. He used to be an assistant in the DDA’s telephone department.
“It appears Gautam organised the finances for filling up the forms,” said SBK Singh, additional commissioner of police (EOW). The police also arrested a Dwarka-based property dealer, Raju Ram, who allegedly “financed” applications by some people from the scheduled tribes.>
