I would like to add that instead of it be just concentrated more towards hiring MBAs, the cost of which would work out to Rs 66 lakh per district as per your estimates, the focus could be on delivering.

In this regard, I would recommend that the team of MBAs in every district also be responsible for data collection for the CAG and other agencies, this work also being periodically vetted by a professional chartered accountant, to confirm its accuracy.
