In a letter to Union Home Minister P Chidambaram, Mehra suggested a slew of measures to prevent unauthorised construction and haphazard growth of unauthorised colonies. Similar reforms were undertaken for Beijing before it hosted the 2008 Olympics, she said.

She recommended categorising all unauthorised colonies and prioritising them as per their financial status and plan the re-development accordingly.

The colonies which are beyond minimum livable conditions like those alongside nallahs or river banks, should be relocated and not regularised, she said, according to a press statement by the Municipal Corporation of Delhi.

Minimum plot size as decided by MCD should be allowed officially and sewer connections and garbage dumpers should be made mandatory while common sewer treatment plant be installed outside the colonies, Mehra suggested.

The Mayor also suggested controlled water supply and electricity supply to avoid misuse.
